Are no substitutes available, a substitute shall be elected. A substitute is to find by a nomination or by organizing a by-election.
If the vacancy relates to The University Board: a by-election is organized (group 1 and 2). 
If the vacancy relates to Academic Counsils, Department Committees, Study Boards and PhD Committees: a nomination procedure is organized. Head of Department/Head of Study/Head of the PhD School (for respectively The Department Committee, The Study Board and the PhD Committee) starts a hearing of the eligible voters and afterwards nominate a candidate to The Election Secretariat. The Election Secretariat controls the candidate’s right to be elected and forwards a letter that are to be advertised or posted to the eligible voters, where after the eligible voters can take exception to the nominated candidate within a deadline of 1-2 weeks. It no legitimate objection is received within the deadline, the Election Secretariat will announce that the nominated candidate can enter the relevant body as a fully-fledged member.
